1. CharmaShilpa
Details
  • SC Leather artisans / Artisans SHGs / Co-operative societies are still following traditional methods in manufacturing activities. If they come forward corporation will help them to setup mechanized production units and extend continuous technical assistance.
  • Unit cost Rs. 10.00 Lakhs, out of which Rs. 5.00 Lakhs will be subsidy and remaining is bank loan.
Required Eligibility
  • Preference will be given to applicants who have undergone 60 days skill development training / 1year certificate course/3 Year diploma in leather technology/18 months PG higher diploma in Footwear Technology and Management Studies
  • Preference will be given to artisans SHG’s/ Co-operative societies with 20-30 trained artisans & members.
  • Should have experience manufacturing Footwear/ Leather goods
  • Should have space between 800-1000Sqft if individual artisan unit are 2000-2500 Sqft if its a society to establish the unit
  • Registered self group with minimum 20 to 30 trained artisans Personal setup with min 800 – 1000 sq. feet or Enterprise with min 2000 – 2500 sq. Feet

  • Profession Certificate issued by Local Authority or Skill Test Certificate issued by Lidkar Technical Section.
2. “Swavalambi”/ Sanchari Marata Malige
Details
  • In order to make youths from artisans community self-employed and to give marketing linkage for the products made by them, the corporation evolved a scheme where artisans will be provided financial assistance to open their own showrooms or Mobile van and sell the products directly to the consumers.
  • If the artisans avail bank loan for opening the showroom the following amount will be given in the form of subsidy.
  • Taluk & District Centers:- Rs. 3.00 Lakhs
  • Mahanagarapalike Limits:- Rs. 4.00 Lakhs
  • BBMP Limits:- Rs. 5.00 Lakhsbr
  • Remaining amount will be in the form of Bank Loan.
Required Eligibility
  • If Applicant or any of his/her family members have availed benefit of Rs 1 Lakh or more from the Government/ Corporations such of those applicants are not eligible to avail the benefit under the scheme

3. Working Capital Assistance
Details
  • Under this scheme Working capital assistance will be given to the artisans who wants to start raw material sales depo/ showrooms / production units and other related activities.
  • If artisans avail Bank loan for working capital purpose, they will be provided with subsidy up to Rs.1.00 Lakh. The loan amount should be equalent to subsidy or more than that.
Required Eligibility
  • If Applicant or any of his/her family members have availed benefit of Rs 1 Lakh or more from the Government/ Corporations such of those applicants are not eligible to avail the benefit under the scheme

4. Paduke Kuteera
Details
  • The Cobblers who are sitting on the road side and engaged in repair works/production /Sale of footwear will be provided with a Paduke kuteera made of PU Sandwich material with solar light. Along with the kiosk a tool kit will be providing at free of cost.
  • Unit Cost:- Rs. 90,000.
Required Eligibility
  • Preference for artisans from Village/Hobli/Taluk areas
  • Preference for artisans trained under Corporation Schemes
  • License from local bodies is compulsary
Required Documents
  • Recently issued Caste and Income Certificate (Should have RD no.)
  • Educational Qualification Certificates if any.
  • Aadhar Card Compulsory
  • Ration card/ Election ID
  • Copy of Bank Pass Book
  • License from Local Bodies permitting the Beneficiaries to Keep the Kuteera in a Specific Place
5. Direct Loan Scheme (Nera sala Yojane)
Details
  • Under this scheme, unemployed scheduled caste prospective beneficiaries will be assisted with subsidy & Loan to start small business activities for their livelihood.
  • The Unit cost is Rs.50,000/- out of which the corporation gives Rs.25,000 in the form of loan & remaining amount Rs.25000/- as subsidy.
  • Loan has to be repaid in 24 equal installments with 4% Interest.
Required Eligibility
  • Trained unemployed artisans; Artisans with kuteera; Artisans with skill test certificates awarded by technical wing of the corporation

  • Recently issued Caste and Income Certificate (Should have RD no.)
  • Educational Qualification Certificates if any.

  • Ration card/ Election ID
  • Copy of Bank Pass Book

6. Marketing Assistance Scheme
Details
  • Skilled Artisans will be empaneled under the scheme.
  • Under this scheme marketing assistance will be provided to the products made by SC Leather artisans.
  • The Products made by Artisans will be procured based on the demand and sold through Lidkar Leather Emporia under the Brand Name of Lidkar.
  • The Objective of the scheme is to avoid exploitation of artisans from Private dealers.
  • The Procurement will be made once in a month or 2 months to the extent of Rs. 50,000/- to 1,00,000/- from each Artisans depending on the indents from Showrooms.
Required Eligibility
  • Should have with skill test certificates awarded by technical wing of the corporation.
  • Preference will be given to artisans who are the residents of Lidkar Colonies. Second preference will be given to trained artisans. Third preference will be given to Paduke Kuteera Beneficiaries and last preference to others who are in this profession

General qualifications and criteria set for beneficiary selection

General qualifications :
  • Skin artisans must belong to a family of Scheduled Castes belonging to the Scheduled Castes, Samaras, Dora, Adizambawa, Betcher and Mochi communities.
  • Must be a resident of Karnataka.
  • The District Committee shall function under the Chairmanship of the Joint Directors / Deputy Directors, Department of Social Welfare with the following members
  • After selecting the beneficiaries, the above committee will submit the list of district coordinators of the corporation to the head office after getting confirmation.
  • The implementation of the plan is to be followed by the administrative approval of the Managing Director of the selection list and the publication of the selection list in the respective District Units Notification Panel.
Rules :
  • Applicants / dependent members of the family should not be employed by any government / non-governmental employee.
  • Allowing only one craftsman in a family (family means husband, wife and unmarried children)
  • If the sanctioned beneficiary is found to be ineligible, the sanction is canceled at any stage.
Implementation Method :
  • Promotion of the project and inviting applications before the implementation of the project. Applications will be distributed at the office of the Taluk Social Welfare Officer.
  • After the last date the District Coordinator of the corporation has compiled and verified the applications from the Taluk Social Welfare Officers and prepared the list of eligible artisans and presented them before the District Committee.
  • Must be at least 18 years of age and under 50 years of age.
  • The annual income of the applicant's family is Rs. 1,50,000 / - in rural areas and Rs. 2,00,000 / - should be within the limit
  • 3% should be given preference for persons with disabilities.
  • Preference for craftsmen who have formed self-help societies.
